China Flight Power Bank Guide

Can You Bring a Power Bank on Flights in China?

First identify every flight segment. Then check the physical CCC mark where required, recall status, quantity, watt-hours, cabin packing, and the operating airline’s current rules.

Pre-Flight Decision

Check these four parts before airport security

1

Identify the Flight Segment

Separate mainland domestic flights from international or regional flights, and check every domestic connection independently.

2

Check CCC and Recall

For a mainland domestic segment, confirm a clear physical CCC mark and verify that the exact model or batch has not been recalled.

3

Verify Wh and Quantity

The simplest 2026 setup is no more than two undamaged power banks, each clearly rated at 100Wh or less.

4

Pack and Use It Safely

Keep every power bank in the cabin, protected from short circuits, switched off, accessible, and outside the overhead bin.

You can normally carry a compliant power bank in the cabin, but the CCC requirement introduced in 2025 specifically applies to mainland domestic flights.

For a mainland domestic segment, the power bank must have a clear physical CCC mark and must not belong to a recalled model or batch. It must remain in carry-on baggage, its capacity must be readable or calculable from clear label information, and it must be protected from damage, short circuits, and accidental activation. The simplest 2026 traveler setup is no more than two undamaged power banks, each rated at 100Wh or less. For an international or regional segment, check the departure airport and operating airline instead of automatically applying—or automatically excluding—the mainland domestic CCC rule.

MAINLAND DOMESTIC SEGMENT
Require a clear physical CCC mark, exclude recalled models or batches, verify Wh and quantity, and check the operating airline’s current rules.
INTERNATIONAL OR REGIONAL SEGMENT
Check the departure airport and operating airline instead of assuming that the mainland domestic CCC restriction automatically applies or never applies.
SIMPLEST 2026 SETUP
Carry no more than two undamaged power banks, each clearly rated at 100Wh or less, in protected and accessible cabin baggage.

Decide which rule applies to every flight segment

Do not classify the entire itinerary by its first flight. Review every ticketed segment, including a mainland domestic connection after an international arrival, and check the rules of the actual operating airline rather than only the marketing airline.

Flight segment
CCC position
Required action
Mainland city to mainland city
The 2025 CAAC restriction applies to the domestic segment
Carry only a power bank with a clear physical CCC mark that is not part of a recalled model or batch; then verify Wh, quantity, condition, and airline rules.
International arrival ending in mainland China
The 2025 CAAC notice does not by itself make the international segment a mainland domestic flight
Check the departure airport, operating airline, transit airport, and any onward connection.
Mainland China to an international or regional destination
Do not assume the domestic-flight wording settles every airport or airline requirement
Check the mainland departure airport and operating airline before travel, including any stricter capacity, quantity, storage, or use rule.
International or regional arrival followed by a mainland domestic connection
The CCC restriction applies independently to the mainland domestic segment
Complete the CCC, recall, Wh, quantity, and packing checks before the domestic security screening.
Hong Kong or Macao segment
Hong Kong and Macao have separate aviation and security environments
Check the specific airport and operating airline, and reassess any later mainland domestic flight separately.

Check the exact power bank, not only the brand

A familiar brand name or a certification photo saved on the phone is not enough. Inspect the physical unit that will be carried and match its full model and batch information against current manufacturer and official recall information.

CCC MARK

Find the physical certification mark

CCC is the official term and 3C is the common shorthand. On a mainland domestic flight, the mark must be present, clear, and readable on the power bank.

Do not rely only on a box, receipt, online product page, screenshot, or separate certificate.
MODEL AND BATCH

Record the exact product identity

Photograph the brand, full model, serial number, batch or production code, capacity, voltage, and Wh label before travel.

A recall may affect only specific models, serial ranges, cells, or production batches.
RECALL STATUS

Check both manufacturer and official sources

Search the manufacturer’s current recall information and the SAMR Defective Product Recall Technical Center’s consumer-product database.

A clear CCC mark does not override a matching recall.
OTHER MARKS

Keep foreign certifications separate

CE, FCC, UKCA, UL, or another foreign mark may provide other product information but does not replace the required physical CCC mark on a mainland domestic flight.

Do not treat similar-looking logos as interchangeable.
QR TRACEABILITY

Treat the QR code as supporting information

From March 1, 2026, newly CCC-certified products in the pilot categories must carry the CCC traceability QR code before leaving the factory, sale, import, or other commercial use. Scan it where available to compare the certificate, producer, model, and certificate status.

The absence of a QR code alone does not prove that an older product is invalid or create a separate flight-screening rule.
PHYSICAL CONDITION

Exclude an unsafe unit even if the label is compliant

Do not carry a power bank that is swollen, cracked, leaking, unusually hot, wet, crushed, modified, or showing damaged ports or cables.

Certification and capacity do not make a damaged battery safe.

Read the watt-hours before deciding to carry it

Use the Wh value printed on the unit where available. If Wh is missing but the nominal voltage and capacity are clearly marked, calculate Wh using the nominal cell voltage—not a USB output voltage such as 5V, 9V, or 12V.

Label or rating
2026 practical meaning
Decision
100Wh or less
This is the standard traveler range when all other requirements are met
The simplest setup is no more than two undamaged units, each at 100Wh or less; still check CCC where required, recall status, and the airline’s current rules.
More than 100Wh and up to 160Wh
Current CAAC guidance retains an airline-approval path, while current IATA passenger guidance is stricter and lists a power bank in this range as forbidden
Do not rely on carrying it. Obtain explicit confirmation from the operating airline and departure airport, or leave it behind.
More than 160Wh
Outside normal passenger power-bank allowance
Do not take it as passenger baggage.
Wh not printed, but nominal voltage and capacity are clear
The rating can be calculated as Wh = mAh × nominal voltage ÷ 1000
Use the clearly printed nominal cell voltage. For example, 20,000mAh at 3.7V is about 74Wh, and 27,000mAh at 3.7V is about 99.9Wh.
Only mAh is readable
Wh cannot be established without a reliable nominal voltage
Do not estimate from USB output voltage or a similar online product. Use another clearly labelled unit.
Label is blurred, damaged, covered, or inconsistent
Security or airline staff may be unable to verify the rating or certification
Do not rely on that power bank for the trip.

Pack it for the cabin and prepare for rejection

Passing the label check is only one part of the process. Protect the power bank from short circuits and accidental activation, keep it accessible to the crew, and prepare for the possibility that security or the operating airline will refuse it.

CABIN ONLY AND GATE CHECKS

Remove it before any bag enters the hold

Keep every power bank in carry-on baggage. If staff take the cabin bag at the gate, remove the power bank before handing over the bag.

Never move a rejected power bank into checked baggage.
SHORT-CIRCUIT PROTECTION

Isolate each unit from metal objects

Use the original packaging, a separate protective pouch, or insulation over exposed terminals. Keep keys, coins, loose metal, and conductive objects away.

Prevent wireless charging or a button from activating accidentally.
ACCESSIBLE STORAGE

Keep the unit where heat or smoke can be noticed

Do not place it in the overhead bin. Keep it switched off in under-seat hand baggage or another location designated by the crew.

Follow the operating airline’s instructions if its required storage position differs.
SWITCH OFF AND NO CHARGING

Do not use the aircraft as a charging point

Do not recharge the power bank onboard and do not use it to charge or power another device. Keep its switch off throughout the flight.

A permitted power bank is not automatically permitted for onboard use.
HEAT, SWELLING, SMOKE, OR FIRE

Notify trained staff immediately

If the power bank becomes hot, swells, smells unusual, smokes, or burns, tell airport staff or the cabin crew immediately.

Do not hide, continue using, move, or cool it unless instructed.
SECURITY REJECTION PLAN

Follow the airport’s available procedure

Depending on the airport, the traveler may be able to leave the unit with a non-traveling companion, use temporary storage or shipping, recycle it, or surrender it. These services and time limits are not guaranteed.

Charge the phone and save tickets, hotel details, and essential documents offline before screening; do not miss the flight trying to preserve a replaceable device.

Power bank flight checklist for China

Complete the checklist for each physical power bank and every segment in the itinerary. A compliant label does not replace the airline, airport, packing, condition, or onboard-use checks.

Flight and label

Every segment classified as mainland domestic, international, or regional
Operating airline identified separately from the marketing airline
Mainland domestic connection checked independently after any international arrival
Clear physical CCC mark confirmed where the domestic rule applies
CE, FCC, UKCA, or another foreign mark not treated as a CCC substitute
Brand, full model, batch, serial, capacity, voltage, and Wh label photographed
Manufacturer and official consumer-product recall sources checked

Capacity and quantity

Wh printed clearly or calculated from clear nominal voltage and capacity
USB output voltage excluded from the Wh calculation
No more than two power banks selected as the simplest 2026 setup
Each selected unit rated at 100Wh or less
Any unit above 100Wh excluded unless explicit current confirmation is obtained
Operating airline and departure airport rules rechecked before travel

Packing and condition

Every power bank placed in carry-on baggage only
Every unit removed before a carry-on bag is gate-checked into the hold
Original packaging, separate protective pouch, or insulated terminals used

Wireless charging and accidental activation prevented
Swollen, cracked, hot, leaking, wet, crushed, modified, or damaged units excluded

Onboard and backup

Power bank kept switched off and accessible during the flight
Power bank kept out of the overhead bin and stored as directed by the crew
No onboard recharging of the power bank planned
No use of the power bank to charge or power another device planned
Crew-notification action understood for heat, swelling, smell, smoke, or fire
Phone charged and essential tickets, hotel details, and documents saved offline before screening
Security-rejection plan prepared without assuming storage, shipping, or return services will exist

China flight power bank questions

These answers distinguish mainland domestic segments from international and regional flights. Certification, recall, quantity, airport, airline, storage, and onboard-use rules can change, so verify the current itinerary before departure.

Can I bring a power bank on a domestic flight in mainland China?

Yes, if the exact unit meets the current requirements. Since June 28, 2025, a power bank without a clear physical CCC mark, with an unclear CCC mark, or belonging to a recalled model or batch is prohibited on a mainland domestic flight. It must also remain in carry-on baggage and meet the applicable Wh, quantity, condition, packing, and airline rules: https://www.caac.gov.cn/XWZX/MHYW/202506/t20250626_227805.html

Does a foreign power bank need a CCC or 3C mark?

If it will be carried on a mainland domestic flight, the current rule requires a clear physical CCC mark regardless of where the traveler or product comes from. CCC is the official term and 3C is the common shorthand. CE, FCC, UKCA, or another foreign mark does not replace CCC for that domestic segment.

Does the CCC rule apply to international flights into or out of China?

The 2025 CAAC notice specifically states “mainland domestic flights.” Do not automatically extend that wording to every international or regional segment, but do not assume the power bank will be accepted either. Check the departure airport, operating airline, transit airports, and any later mainland domestic connection.

Can I put a power bank in checked or gate-checked luggage?

No. Power banks are cabin-only. If a carry-on bag is taken at the gate and placed in the hold, remove every power bank first and carry it in the cabin with the terminals protected: https://www.caac.gov.cn/XXGK/XXGK/TZTG/201511/t20151105_11173.html

How many power banks can I carry, and what Wh limit applies?

The simplest 2026 setup is no more than two power banks, each clearly rated at 100Wh or less. Current CAAC guidance retains an airline-approval path for more than 100Wh and up to 160Wh, but current IATA passenger guidance lists power banks in that range as forbidden and allows airlines to impose stricter rules. Do not rely on a 100–160Wh unit without explicit confirmation from the operating airline and departure airport: https://www.iata.org/contentassets/6fea26dd84d24b26a7a1fd5788561d6e/passengers_travelling_with_lithium_batteries.pdf

Can I use or recharge a power bank during the flight?

Do not recharge the power bank from an aircraft power supply. Keep any switch off and follow the crew’s storage instructions. Current IATA guidance advises against using it to power another device during flight phases, while current China Eastern rules prohibit using it to charge or power another device throughout the flight and prohibit overhead-bin storage. The operating airline may be stricter: https://global.ceair.com/global/static/Announcement/ScheduledGuidelines/boardingCheckin/safetyRules/

Does every CCC power bank need a QR code in 2026?

No. From March 1, 2026, products newly receiving CCC certification in the pilot categories must carry the CCC traceability QR code before leaving the factory, sale, import, or other commercial use. Products already marked and placed on the market under the earlier rules are not automatically invalid because they lack the new QR code. The 2025 flight-security notice identifies a clear CCC mark and recall status as the core domestic-flight checks, not the QR code as a separate boarding condition: https://www.samr.gov.cn/zw/zfxxgk/fdzdgknr/rzjgs/art/2025/art_89a9cba1f9664173a093d04e07647d09.html

How do I check a recall, and what if security rejects the power bank?

Search the manufacturer’s current recall information and the SAMR Defective Product Recall Technical Center using the brand, full model, batch, serial, or product name. If security rejects the unit, do not conceal it, move it into checked baggage, or argue that another airport accepted it. Follow airport instructions. Storage, return to a companion, shipping, recycling, or voluntary disposal may be available at some airports but is not guaranteed: https://www.samrdprc.org.cn/qxzh/qxxxcx/web_new.jsp
